Please see attached an updated version of the Head Contact Process which was recently approved by World Rugby’s Executive Board after wide consultations with players, match officials and judicial personnel amongst others. An annotated version is also attached so that you can see more easily what has changed.
The changes are minor and cosmetic and bring current practice into the Head Contact Process document ahead of Rugby World Cup:
- ‘highly reckless’ has been changed to ‘always illegal’ to more accurately define an illegal action, and which aligns with the language used when describing these situations;
- Being dynamic is a consideration under degree of danger;
- Being passive is a consideration under mitigation;
- The definitions of passive and dynamic are added
