Hub Officer Education and Training Framework
Regional / National Education and Training will be aligned to the WRU Rugby Strategic priorities – Partner, Playing, People, Places, Promote and Partner.
The outcomes of the Education and Training are as follows:
- Ensure officers are able to-do-the-job in order to deliver the WRU Community vision
- Standardise delivery of officers on the ground and provide best practice tool-belt of resources
- Develop people by creating bespoke development opportunities
- Create a regional and national identity for the WRU Hub Programme

Process
Regional Coach and Referee Development Officers to lead alongside the WRU National Programme manager to shape the CPD opportunities in each region.
Targeted opportunities will be provided via appropriate method – in person (via 6 days of delivery in Hub Agreement), online via WRU Game Locker and other learning platforms.
Through this process Hub Establishments will be engaged to understand the opportunities we are providing to each officer and requirements for the establishment to support gaps and specific development opportunities.
